Job Description:
The Senior Manager, Learning & Development is responsible for driving the strategic design and delivery of learning initiatives that build organizational capabilities, support talent growth, and enable business success. This role partners closely with internal stakeholders to identify learning needs, develop effective solutions, and implement innovative practices that enhance employee development and performance across the company.
Key Responsibilities
1. Lead the annual Learning Needs Analysis exercise and collaborate with internal stakeholders to design and implement the approved learning plan for teams and individuals, ensuring alignment with the allocated training budget.
2. Drive the development of functional competency frameworks and oversee the implementation of related development activities to strengthen organizational capabilities.
3. Plan, manage, and evaluate all people development programmes—including new initiatives, orientation, mandatory training, sponsorships, and digital/e-learning—while monitoring training utilization, securing funding support, and providing timely reports to management.
4. Design and implement customized learning programmes, including curated digital learning solutions, in consultation with internal stakeholders to address business needs and ensure measurable learning outcomes.
5. Partner with the HR Services Learning Administration team to ensure smooth execution of training operations, accurate tracking of utilization, and consistently high levels of internal customer satisfaction.
6. Provide timely, professional advisory support to internal stakeholders across all areas of learning and development.
7. Proactively research, evaluate, and adopt people development and industry best practices—including funding schemes from IHLs, WSG/SSG, and the technology sector—to drive innovation and ensure programme relevance.
8. Champion the adoption and implementation of learning technologies, including managing change initiatives to embed them effectively across ST Engineering.
Job Requirements
EDUCATION
Bachelor degree in Business Administration, Human Resource Management, Psychology, Education and Human Resource or equivalent, with professional qualification in Human Resource Development and WSQ ACTA / ACLP certification is preferred.
EXPERIENCE
At least 10 years’ relevant experience in Human Resource Development or Learning and Development Function (in tech environment is preferred).

§ Strong problem-solving, project management, planning and organising skills
§ Ability to work under pressure
§ Familiar with Success Factors Learning Management System and Excel functions related to data manipulation (e.g. Pivot Tables, xlookup etc.)
§ Familiar with LinkedIn Learning, Work Study Programmes and relevant SkillsFuture/Training schemes and grants
§ Familiar with/possess strong interest in learning technology deployments to support organization learning
